It should reflect the stabilization and then reduction of metal production due to the closure of particularly dirty industries, the rationalization of the structure of metallurgical production, including a decrease in the share of the mining sub-sector, a review of structural, technical and investment policies, a program to eliminate open-hearth production and the construction of mini-factories and electric workshops with widespread use of LDC.
