On the modernization of particularly dirty metallurgical industries

Currently intensively developed low-waste and completely waste-free technologies may well form an alternative to the metallurgical industry's industry program to improve the environmental friendliness of production.

In the thirteenth five-year plan, efforts should be focused on modernizing particularly dirty industries with water and gas treatment plants, and improving existing technologies to reduce harmful emissions. It is necessary to provide for the elimination of facilities that cause the greatest damage to the environment; the transformation of individual full-cycle enterprises into advanced ones; the removal of environmentally harmful industries to isolated sites far from cities; the creation of modern environmentally friendly small enterprises, as well as the widespread use of resource-saving technology for continuous casting of steel, which will reduce its production, and therefore, will contribute to reducing harmful emissions and improvement of the environmental situation in the country.

The main capital investments for the thirteenth five-year plan and for the future should be directed towards the development of a complex of resource-saving technologies throughout the metallurgical cycle, ensuring resource savings and environmental protection.

However, the forecast of metal production, structural, technical and investment policies in the industry, that is, its strategy, are developed in the spirit of previous traditions and methods of planning and management without taking into account the implementation of fundamental economic reform. All this sets the industry on an extensive path of development, and revolutionary technical transformations that can dramatically change the structure of metallurgical production and ensure greater safety of air and water basins are being implemented slowly.

Taking into account the ongoing transition of the country to market relations, a new concept of industry development is required for the next five years and for the future. It should reflect the stabilization and then reduction of metal production due to the closure of particularly dirty industries, the rationalization of the structure of metallurgical production, including a decrease in the share of the mining sub-sector, a review of structural, technical and investment policies, a program to eliminate open-hearth production and the construction of mini-factories and electric workshops with widespread use of LDC.
